The Scholar-Practitioner Project at The James MacGregor Burns Academy of Leadership at the University of Maryland completes its first year… The Scholar-Practitioner Project is a three year research effort launched in 1999 by Ron Walters, director of the Academy's African-American Leadership Institute. The Project is part of the W.K. Kellogg Foundation's Devolution Initiative which was launched in 1996. In 1996 Federal legislation shifted responsibility of many health and human services 'safety net' programs from the Federal Government to the states. As a result, it has become more critical than ever that citizens are informed about public policy and empowered to effect change. As reported on the Academy's Web site, "[the Project] teams local advocacy groups with scholars at nearby universities to analyze the effect of existing health and welfare policy and to develop strategies to influence policy changes." The Project is operating in Mississippi, New York, Wisconsin, and Washington state. Administrative coordination for the Project is based at the Academy.
